Issued by the King in Copenhagen who was the Absolute Ruler (enevoldskonge) over Denmark and Norway (in Denmark till 1848; in Norway till 1814).
"Royal decree, regarding Country Schools in Norway and regarding what theBellringer and Schoolmaster shall benefit from this. We Christian the Sixth, by the Grace of God King of Danmark and Norge, of the Venders and Gothers, Duke of Slesvig, Holsteen, Stormarn and Dytmersken, Count of Oldenborg and Delmenhorst; hereby decrees, that as the Past has proven, that immense Damage upon Church and Country thereby increases, when the Youth, preferably that of the Peasantry, till now not everywhere has had enough Opportunity, as it should, to be taught their basic Christian Teachings, as well a Reading, Writing and Calculating, and in Addition has grown up in such petty Ignorance, that they cannot take proper Care of themselves neither with regard to their own Spiritual nor their Bodily needs: We have considered it to be one of the greatest good Deeds towards our dear and abiding Subjects, and as an absolute Necessity for the Country, according to the Remembrance of Our Late most Blessed Lord Father and following his Example, to establish Danish Schools throughout Our Country of Norway in a permanent Way, so that every one, even the poorest Children all over the Country may be instructed sufficiently in the Bases of Our Belief as well as the Way to Salvation, Order and Means, according to the Words of God and the true Childrens' abbreviated Teachings of the Evangelical Church, such as to read and write and calculate, as
such Sciences, which are to every one, regardless of Class and Conditions, usefull and necessary, and for this Purpose most graciously to recommend to Our Commissioners of the Bishoprics and Bishops all over Our Country of Norway, that such Schools will be established, where necessary, and where it is impossible, then as soon as possible, in the following Way: §1. We graciously wish that all Bellringers in Our Country of Norway shall from now on, instead of the hitherto prescribe weekly Information of the Childrens Teachings, be obliged, according to the Regulations of the Bishop and the Instructions of the Dean, on the Risk of loosing their Office, Summer and Winter to conduct a proper Danish School, and to teach the Youth energetically in the Learnings of Christ, Reading, Writing and
Calculating, and otherwise in every way to abide by the Instructions which the Schoolmasters generally may otherwise be graciously ordered." - -
The decree goes on to describe how the Klokker, if he himself were not qualified to perform the teacher's duties, may hire a substitute... but:
"If the Klokker won't immediately upon the request of the Dean accomodate himself or if he is absolutely incapable as a teacher or not looking after his Duties in Church, or lives such a condemnable life with Drinking, Swearing, Cursing, and other ungodly behaviour, then such a Klokker which both Church and Parishioners deem despicable should immediately and with no mercy from the Bishop upon the complaint of the Vicar and the declaration from the Dean, be removed ...."
Therefore ... "the King orders that no Klokker should be employed who has not studied or does not have the qualifications of a schoolmaster. And if a student has worked for 3 years as a Schoolmaster, he should be preferred for the job of Klokker at next availability."
To ensure education even for the poorest children from over 7 years of age at least until they became 1-12 years, the Klokker was subject to a fine of 2 Rigsdaler per child he refused to take as a pupil. The decree orders schoolrooms to be established where possible, at least for 3 months a year or for the schoolmaster to visit farms in turn where children may be gathered and tought for at least 3 months a year, the local peasant to provide schoolrooms and living quarters for the teacher. The King ordered how the schools should be built, on whose property, with what timber, with how many rooms and how much firewood and blackboards, books, ink-horns and rulers. It also specifies the school taxes to be claimed from whom and when, the salary of the Klokker to be paid him 3 times a year - after the annual Tax-Tings. And so the King at last signed this Decree which finishes:
"Hereby ordered and directed onto Our Governor of Our Country Norge, Counts, Commanders of the Bishoprics, Lords, Bishops, County Commissioners, City Councillors, Presidents, Mayors and Councils, Sheriffs and all others concerned, who will receive the Decree under the Seal of Our Chancellery, that they may, at the appropriate Places, immediately will let this be
read and proclaimed.

the old gravedigger and schoolmaster should be the son of a commander who made a fortune by sailing slaves from africa to danish west india and tobacco from west india to denmark before he went ashore and retired in elsinore. I ve seen both his name and the name of his ship, the number of slaves, the profit etc.somewhere, probably in one of the historical books of Torkil Hansens trilogy about danish slavetrading, but i´ve forgotten all (per Henrik Kock)
